Phyllis Dominguez is a 22-year resident of Oceanside who is married and raised her two children in Oceanside. She is running for Oceanside City Treasurer in 2024 and has been certified by the city as qualified to be Oceanside City Treasurer.
Phyllis was born in Indiana and lived in Michigan and Canada before moving to California in 1980 for better opportunities. She began a career within the electrical utility industry and remained until retiring in 2021. As a big believer in the value of education paired with experience, Phyllis earned both a BA and an MBA while working full time.
During her career, she worked in many areas with increasing responsibilities. While working in the company’s Treasurer’s office, she was a manager in Investor relations. In this position, she worked directly with pension fund managers and the large investment banks. Wanting to increase her understanding of finance, Phyllis completed a 2-year certificate program in Financial Planning at the University of California, Irvine.
After retiring from the electric utility industry, Phyllis started a small business based in Oceanside and began looking for ways to be of service to the community. Seeing the need for the City to create a more professional Treasurer’s Office, Phyllis decided to bring her qualifications and experience to meet this need.
